Strengthening the Control of Prohibited Chemical Substances
TSR has expanded its ban on chemicals in toys that are carcinogenic, mutagenic, and have negative effects on the reproductive system, including endocrine disrupters and other harmful substances. Endocrine disruptors are chemicals that interfere with normal hormone activity in the body, such as bisphenol and phthalates. Since children's endocrine system and brain are still developing, even if the exposure dose is very low, it is possible to have an impact on their future life.
In addition, TSR introduced a limited ban on intentionally using PFAS (perfluorinated alkyl substances and polyfluorinated alkyl substances, harmful "permanent chemicals" associated with cancer and other serious health risks) in toys. PFAS is a chemical used in many products. Some PFAS have been classified as carcinogens and/or endocrine disruptors. However, exceptions are made for substances/mixtures that are completely inaccessible to children, as well as components required for electronic or electrical functions.

Introducing the "Digital Product Passport"
In response to the issue of toys sold online not meeting safety standards, TSR has introduced the Digital Product Passport (DPP) system as a key measure to enhance toy safety regulation. All toys must be equipped with a digital product passport (containing product compliance information), which not only allows customs to conduct inspections at EU borders through a new IT system, improving market supervision and customs efficiency, but also enables consumers and regulatory agencies to verify their compliance information.

Standardize the Obligations of All Parties
The background for this modification stems from a toy safety inspection conducted by the Toy Industries of Europe. The association purchased over a hundred "white label" toys through e-commerce platforms such as AliExpress, Amazon, Shein, and Temu, and 80% of them did not comply with EU safety regulations.
TSR aligns the obligations of economic operators in the toy value chain, including manufacturers, distributors, and sellers (including e-commerce platforms), with the obligations required by EU regulations applicable to toys. In addition to existing legal requirements such as the Digital Services Act (DSA) and the EU General Product Safety Regulation (GPSR), the TSR also stipulates specific toy safety obligations for e-commerce platform operators. For example, it requires that the platform's interface design and display methods show the CE logo, pre-purchase warning information, and provide digital product passport viewing links, QR codes, or barcode data carriers.
